The longest running arts festival in the UK, which during this time grew from being a largely classical music event to becoming the third largest annual city arts festival in the UK.
 
Jonathan led the  team that reimagined and transformed a flagship cultural organisation in the East of England. The core program was expanded to embrace site-specific work, large-scale outdoor events, circus, a children's festival, physical and visual theatre and the visual arts. The Festival embraced creative learning, engaging a new team to deliver Creative Partnerships, the government’s flagship education program working with over 15,000 young people year round.  It took over delivery of Contemporary Arts Norwich, the East of England’s visual arts biennale, to public and critical acclaim.   
Artistic achievements across seven festivals included:
- bringing the Spiegeltent to Norwich for the first time
- directing large-scale opening events for two years
Organisational achievements: 
- increasing turnover by more than 550%
- increasing annual audiences from 35K to 330K
- tripling the number and value of tickets sold
- growing public funding and sponsorship by over 1000%
